3.6 Jurisdiction of Special Court

The Special Court — the specialized trial court of the corruption-and-organized-crime docket: The corruption core: cases under the anti-corruption framework prosecuted by the CIAA — bribery, irregularities, the abuse-of-authority offences — the CIAA files its charge-sheets in the Special Court; The special statutes' cases: the statutes that expressly designate the Special Court — the organized-crime-and-money-laundering line, the trafficking-and-smuggling designations, the security-sensitive offences where the law so provides; The appeal ladder: appeals from the Special Court lie directly to the Supreme Court (the two-tier specialized track bypassing the High Court — the constitutional design's exception for the special docket); The design logic: expertise, speed, and insulation for the cases where ordinary adjudication's generality fits worst — the "special" in the court's name is a jurisdictional, not a dignity, title.
