Security Council resolutions under Chapter VII: binding decisions (Charter Art. 25) — sanctions, enforcement authorizations, the ad hoc tribunals' creation — genuine law-making by vote (within the veto's and the Charter's limits); General Assembly resolutions: recommendations (Arts. 10–14), not binding as such — yet normatively potent: the declarations that crystallize custom — the UDHR (1948), the Friendly Relations Declaration (1970), the Definition of Aggression (1974) — the spectrum from soft recommendation to "instant custom" evidence (the Namibia Advisory Opinion acknowledging GA practice's weight; the ILA's classification: deliberatory → hortatory → declaratory).
