2.7 Draft Conventions

The International Law Commission (est. 1946 under Charter Art. 13) — the codification engine: draft articles → General Assembly adoption → diplomatic conference → convention (the VCLT itself; the base of UNCLOS; the Vienna Convention on Diplomatic Relations). The modern phenomenon: ILC drafts as such influencing courts — the 2001 Articles on State Responsibility (ARSIWA): adopted as draft, never converted to a convention, yet the grammar of responsibility law (Unit 5).
