13.2 Structure of Judiciary

The pyramid (Article 127): Supreme Court → High Court (one per province — Article 139) → District Court (one per district — Article 148) — with two constitutional satellites: Specialized courts (Article 152): established by law for special types of cases — and the double guarantee: no court for a particular case (the ban on ad hoc tribunals), and offences punishable by more than one year's imprisonment triable only by courts, specialized courts, military courts or judicial bodies; Local-level judicial institutions (Article 127(2)): ADR-and-adjudication bodies under the District Court's supervision (148(2)) — with the elected Judicial Committees (Article 217: the Deputy Head/Deputy Mayor convenor + 2 members) as the elected-justice tier at the local level.
