The Scandinavian origin (Sweden's 1809 institution) and the global spread. The nature: The non-judicial controller: the courts' difference — no annulment power; the RECOMMENDATION's force (the moral authority of the documented finding); The independent and impartial officer: the parliament's appointment; the tenure's protection — the guardian must not fear the guarded; The accessible forum: the complaint's ease — no lawyer, no fee, no formality (the citizen's letter); The maladministration's specialty: the "wrong without the law's breach" — the delay, the unfairness, the discourtesy, the inefficiency that no court can remedy (the courts correct the unlawful; the ombudsman corrects the shoddy). The Nepali position (the honest map): Nepal has NO pure generalist ombudsman — the closest institution is the Commission for Investigation of Abuse of Authority (CIAA), the constitutional anti-corruption commission (below) with a narrower specialty (corruption and abuse of authority) than the classical ombudsman's maladministration mandate.
