8.2 Authority of Ombudsman

The classical ombudsman's authority: The jurisdiction: the administration's acts (the ministries, the departments, the local bodies — and in the widest designs, the courts' administration and the enterprises); The investigation's power: the documents' demand; the officials' examination; the files' access (the administration's duty to cooperate); The reporting authority: the annual report to the parliament; the special reports on the serious findings — the publicity as the sanction; The recommendation's power: the correction's recommendation (the wrong remedied, the practice changed) — the ombudsman's strength: the investigation's credibility + the report's publicity rather than the order's coercion.
