8.3 Complaints, Investigation (with Reports) and Decisions

The process (the classical model, mirrored in Nepal's CIAA complaints machinery): The complaint: any citizen (or the own-motion initiation) — the letter describing the grievance; the complaint's screening (the jurisdiction's check; the alternative remedies' routing); The investigation: the file's examination; the officials' explanations; the parties' hearing where disputed; the evidence's weighing — the investigation's hallmark: thorough but informal (no trial's forms); The report: the finding's documentation — the maladministration (or the corruption, for the CIAA) established with reasons; the report to the complainant (the answer owed) and to the authority (and, in the serious cases, to the parliament/public); The decision's forms: the recommendation's implementation (the wrong's correction; the practice's reform; the rules' amendment suggested); the criminal referral where the corruption surfaces (the prosecution's machinery — for the CIAA, the Special Court's forum); the declaration of innocence where the administration is vindicated (the officer's protection — the ombudsman's two-way fairness).
