2.4 State Obligation and Directive Principles and Policies

The directives' fiscal face (Articles 50-51's neighbourhood): the social-justice-and- development directives — the state's obligations to the welfare's financing: the health-education- social-security commitments; the progressive taxation's contemplation (the property right's own proviso); the environment-and-development balance. The legal character (the exam's classic): the directives are non-justiciable (the constitutional rule: the political-and-moral force, not the court's enforcement) — BUT their fiscal meaning is real: (i) the budget as the directives' implementation (the social-sector allocations' defence); (ii) the progressive-realisation's fiscal honesty (the resourced promises' discipline — the unresourced directive the audit-and-parliament question); (iii) the courts' use of the directives as the interpretation's background.
