Discuss (c) Article X of the SAARC Charter

The Charter's design (Articles 57, 63): the functional fields (labour, health, food, finance, posts, telecommunications, aviation) needed autonomous organizations with their own memberships, budgets and expertise, yet coordinated within the system: Article 57 defines the agencies (intergovernmental agreements, wide international responsibilities in economic, social, cultural, educational, health and related fields, brought into relationship with the UN); Article 63 empowers ECOSOC to conclude the relationship agreements. The logic: specialisation plus coordination. The common template (each agency's answer-skeleton): a constituent convention → a plenary policy organ (conference/assembly — one state one vote, with the weighted-vote exceptions of the financial institutions) → an executive council/board → a director- general and secretariat → the specialized programmes → the relationship agreement with the UN. The functions' family: standard-setting (conventions and recommendations), technical assistance, statistics-and-monitoring, financing, and dispute-and-complaint machinery where designed. UNESCO (United Nations Educational, Scientific and Cultural Organization) Purpose: contributing to peace through education, science, culture and communication ("since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed" — the constitution's famous preamble).
