The equality bundle (the ICESCR's core): work and just conditions (Arts 6-7); social security (Art 9); family, motherhood and childhood (Art 10); adequate standard of living — food, clothing, housing (Art 11); health (Art 12); education (Arts 13-14); culture and science (Art 15). The enforcement character: progressive realization within available resources (Art 2(1)) — but with the core obligations (the Committee's doctrine: the minimum essential levels — no retrogression, the non-discrimination floor, the minimum core); the General Comments' elaboration; the Optional Protocol's individual complaints (the 2008-era machinery). The standard critique-and-defence: "too expensive to be rights" vs the minimum-core-and-non- discrimination floor; "not justiciable" vs the courts' growing ESC jurisprudence.
