The International Convention on the Elimination of All Forms of Racial Discrimination — the first of the specialized conventions (the post-independence wave's urgency): the racial discrimination's definition (Art 1 — any distinction on race, colour, descent, or national or ethnic origin with the purpose-or-effect of impairing rights); the condemnation-and-elimination duties (the public-and-private reaches); the special measures clause (Art 1(4) — affirmative action's treaty home, not discrimination); the dissemination-and-education duties. The committee: CERD — the oldest treaty body; the early-warning-and-urgent procedures (the ethnic-crisis tool); the optional individual communications (Art 14's declarations). Nepal: a party — the caste-based discrimination's elimination as the convention's Nepali face (the Dalit rights' frame of Unit 6.5).
