The House of Representatives (the 2015 Constitution's design): 275 members = 165 FPTP + 110 PR — the FPTP one-per-constituency (the geographic half) and the PR closed-list (the whole country as one constituency, the inclusion groups' mandated composition: women, Dalit, Adivasi Janajati, Khas Arya, Madhesi, Tharu, Muslim, the backward regions, the disabled); the at- least-one-third women per party (the PR top-up duty); the five-year term (the emergency's one-year stretch; the elections' return within six months). The process (the choreography): the Commission's election-programme notification (the calendar's phases) → the voter roll's finalisation (2.5) → the candidacy's nomination (the proposer-and-seconder signatures; the deposit; the nomination-day scrutiny — the objections' hearing) → the withdrawal-and- allotment (the symbols' allocation — the party-and-independent symbols) → the campaign period (the code of conduct's reign — Unit 4) → the poll (the booths, the ballots, the observers) → the counting (the counting centres' discipline; the recounts) → the results' declaration and the return's certification. The provincial assemblies (the mirrored design): the mixed 60% FPTP / 40% PR composition (the province's own constituencies and its own PR lists with the inclusion quotas); the same process under the Provincial Assembly Members Election Act 2074; the timing's bundling (the federal-and-provincial votes' simultaneous or phased cycle — 2017's first federal round; 2022's second).
