The electoral college: the province's provincial assembly members + the local chairs-and-vice-chairs (the local executives' federal college) — the weighted single transferable vote (the preference balloting) under the National Assembly Members Election Act 2074. The indirectness's rationale: the bicameralism's filtering — the permanent- and-deliberative chamber, the federal units' voice (the provinces' representation), insulated from the popular wave's five-year rhythm.
