5.3 The International Humanitarian Law Protection Mechanism

The armed-conflict regime's refugee faces (the third pillar): the Geneva Conventions 1949 + the Additional Protocols — the civilians' protection (the persecution's prohibition; the displacement's discipline (the Protocol II's forced-transfer bar)); the protected persons' return bars (the occupied territories' deportees — the refoulement's IHL face); the wounded-and-sick- and-shipwrecked (the rescue duties); the ICRC's protection work (the conflict-zone access — the mandate-and-neutrality's institution, Unit 6.2's full story); the camps' security (the civilian-and- humanitarian character — the militarisation's prohibition). The IHL's contribution: the war- displaced's protection inside the conflict — the refugee law's before-the-flight and the HR law's after-the-flight completed by the IHL's during-the-war.
