2.2 Complaints Procedures

Who may complain: anyone with a grievance — the client, the opposing party, the court itself, the Bar Council on its own motion. The route: the complaint to the Bar Council (or its Disciplinary Committee — Unit 3.6.3's organ); the complaint in writing, the facts and the practitioner identified; the complainant's remedy expectations framed (discipline, not damages — the civil claim is a separate track). The parallel track: the courts' contempt jurisdiction for courtroom misconduct (the two tracks available simultaneously); the district bar associations' initial-inquiry practice (the informal resolution layer — the functional map; the statute's own structure governs the detail).
