The concept: the contiguous zone = the coastal state's LIMITED-control belt beyond the territorial sea — not sovereignty but the FUNCTIONAL jurisdiction: the belt in which the coastal state may exercise the control necessary to (a) prevent infringement of its customs, fiscal, immigration and sanitary laws and regulations within its territory or territorial sea; and (b) punish infringement of those laws committed within its territory or territorial sea. The four heads (the exam's list): the customs (the smuggling's prevention), the fiscal (the revenue's protection), the immigration (the entry's control), the sanitary (the health's quarantine) — the zone's whole content: the infringement-control for these four, nothing more. The scope's character: the high-seas regime's continuation — the navigation, the overflight, the cables' freedoms untouched; the zone's control exercised against the vessels (the boarding, the inspection, the seizure — the infringement's craft); the laws' enforcement extends the territory's laws' reach — the laws themselves not legislated for the zone (the preventive arm's craft).
