Who is a crime victim?

The definition (the UN Declaration's logic): the crime victim = the person who, individually or collectively, has suffered HARM (the physical-or-mental injury, the emotional suffering, the economic loss, the substantial impairment of rights) through acts or omissions violating the CRIMINAL LAW — regardless of the offender's identification, apprehension, prosecution-or- conviction (the victim's independence (the "the offender never caught" victim IS the victim)); the Nepali statute's echo (the Crime Victim Protection Act 2075's definition (the direct-and-the indirect faces (the dependents' craft (the killed victim's family))); the four-harm craft (the physical, the psychological, the economic, the rights' impairment (the exam's list)).
