The movement of 1990 joined the Nepali Congress and the left parties in a campaign of strikes and mass mobilisation; the security response produced deaths that turned the campaign into a national crisis. The king conceded, the panchayat system ended, and the Constitution of 1990 restored multiparty democracy, constitutional monarchy and a bill of rights enforceable in the courts.
