4 B. Implementation of law

A statute is only words until the state machinery moves: 1. The executive — the Council of Ministers (Arts. 75–76) directs the administration; ministries, departments, district administration (Chief District Officers), police (investigation), and local governments carry the law to the citizen. 2. Prosecution — Government attorneys under the Attorney General (Arts. 157–158) conduct criminal prosecutions and represent the Government in litigation. 3. The courts — apply the law to concrete disputes; their judgments are executed through state power. 4. Regulatory and supervisory bodies — commissions, licensing authorities and inspectors compel compliance (e.g., company registrar, banks' regulator, labour inspectors). 5. Citizens and voluntary compliance — the most important and cheapest mode of implementation; law-abiding custom keeps most of the law working without any courtroom.
