2 Clarity

Clarity is achieved by controlling four things: the length of the sentence, the distance between the subject and its verb, the number of conditions packed into one sentence, and the amount of abstract nominalisation. Legal writing tends to nominalise — "the making of an application" instead of "applying" — because it sounds formal. The cost is that the actor disappears: nobody in that phrase applies. When the actor disappears, so does responsibility, and responsibility is exactly what a legal document is for.
