7.3 Madhesh Movement and the Issue of Citizenship

The setting: the tarai/Madhesh — the plains holding roughly half Nepal's population, densely settled by Madhesi communities alongside hill-origin and indigenous groups — historically under- represented in the army, civil service and Kathmandu's political core while over- represented in poverty indicators; its identity questions (language, dignity, federal boundaries) sharpened after 2006.
