4 Balance of payments pressure

Where outflows exceed inflows, states restrict: they may require prior approval for payments, ration foreign currency, or impose surcharges. Such measures are permitted under the trade regime only within defined limits, because a restriction on payments is a restriction on trade. The tension between the need to protect reserves and the obligation to keep trade flowing is the constant subject of this unit.
