States have sent envoys since antiquity, but the modern law of diplomatic intercourse was produced by practice and then written down. The Congress of Vienna in 1815 fixed the classes of diplomatic representatives; the Vienna Convention on Diplomatic Relations 1961 codified the rest — appointment, functions, inviolability, immunities and termination. Nepal is a party to the 1961 Convention, and its missions abroad and foreign missions here operate within it.
