3 Emergency powers

Emergency provisions let the state suspend ordinary limits on its own authority. The grounds are typically war, external aggression, armed rebellion, or a grave economic or natural disaster; the proclamation must be approved by the legislature within a stated period and reviewed periodically. Two questions decide how the power behaves in practice: which rights may be suspended, and whether the proclamation is reviewable. A power to suspend rights indefinitely and without review is not an emergency provision — it is a constitutional route to dictatorship.
