Monism treats international and municipal law as one system, with international norms valid internally once made. Dualism treats them as separate, so a treaty needs legislation to have domestic effect. Nepal follows the dualist route for treaties: the Treaty Act 1990 requires ratification, approval or accession to follow the constitutional procedure, and provides for the domestic effect of a treaty once it is so made.
