Extradition is the delivery by one state of a person found in its territory to another state that wants to try or punish him for an offence committed there. Its function is to prevent safe havens: without it, an offender's protection would depend on which side of a border he reached. It operates only between states and only on a legal basis — a treaty, or a domestic law that permits it.
