The OCR (Office of Company Registrar) — the corporate registry and first regulator: incorporation and name discipline; registration of MOA/AOA alterations, resolutions, charges, and the annual returns; the records' public availability (the constructive-notice base — 2.9); oversight of the statutory compliance filings (audit, meetings); deregistration and striking-off administration (Unit 6); sanctioning the non-compliant; the registry's electronic services (the online incorporation practice). The Registrar is a registry-and-enforcement organ — not the governance judge (the courts and SEBON divide the rest).
