2 The Kirat tradition

Authority was exercised by a king through local chiefs, with custom as the operative rule for most disputes. Disputes were settled within the community, with the headman or council deciding; the sanction was social as much as physical. Some of these customary rules — on land, marriage and the settlement of disputes — survived into the codified period and are still visible in local practice.
