International human rights law permits derogation from some rights in a public emergency threatening the life of the nation, subject to four conditions: the emergency must be officially proclaimed; the measures must be strictly required by the exigencies of the situation; they must not discriminate; and certain rights may never be suspended — the right to life, freedom from torture, freedom from slavery, and non-retroactivity of criminal law. The list of non-derogable rights is the point of the whole doctrine.
