Legislative drafting is the craft of writing laws — bills that become Acts, and subordinate instruments made under them. It converts policy into binding words. A definition in three layers:

1. Policy — what the government wants to achieve.

2. Instruction — the precise proposal approved for legislation.

3. Draft — the text that will carry the law's authority.

The drafter's paradox: the words must be general enough to cover the future, yet precise enough to decide today's case. Legislative drafting is law-making's writing half; interpretation (the subject of the Interpretation of Law course, LAW5504) is its reading half.
