3.5 Bill Amendment

Amendment bills alter existing law in three moves: 1. Amendment — replace words in a section ("for the words 'X', the words 'Y' shall be substituted"). 2. Insertion — add a section, clause, or schedule ("after section 12, the following shall be inserted"). 3. Repeal — remove ("section 9 is repealed") — with the saver questions: does anything survive? Do prosecutions pending abate? The amendment drafter renumbers, re-letters, and updates cross-references — and checks every other Act that cites the amended provision. The corrigendum and republication practices of the Nepal Gazette complete the maintenance cycle (Unit 5's final entries).
