The Electricity Act and its regulations govern licensing and the exercise of the state's authority over water for power; the Electricity Regulatory Commission Act creates a regulator for tariffs and disputes; the Water Resources Act governs the use of water; and the environment statute applies to projects above the prescribed threshold. The characteristic dispute is between a developer's licence and the community's rights over the river, or between a fixed tariff and a later policy change.
