7.2.1 Electricity Act 1992 (2049) The sector's foundational statute: licensing of survey, generation, transmission, and distribution; royalties for generation licences; the framework within which independent power producers entered (breaking the single-buyer monoculture); customs and income-tax facilities for licencees; and the Act's long-standing amendment debates (the electricity bill discussions of recent years) as the sector's reform frontier. 7.2.2 Nepal Electricity Authority Act 1984 (2041) The Act that created the Nepal Electricity Authority (NEA) — the integrated utility (generation, transmission, distribution) of the monopoly era. Its story since: unbundling debates, corporatization moves, the subsidiary-company structure (generation and transmission companies), the semi-separation of the system operator, and the reform question the sector has debated for two decades: how to unbundle without breaking what feeds it. 7.2.3 Electricity Theft Control Act 2002 (2058) Theft, meter-tampering, illegal connections, and the illegal transmission of lines: criminalized with penalties and special investigation powers.
