6.2 Subsidiary Entities to the EC in the Province and Local Level

The federal EC's devolved arms (the conduct's practical machinery): the provincial electionoffices (the province-level permanent offices — the coordination-and-logistics nodes for the provincial-and-federal polls); the district election offices (the districts' administration-and-roll maintenance); the local-level arrangements (the election-period offices-and-officers at the metropolitan/sub-metropolitan/municipal-and-rural-municipal tiers); and the temporarymachinery at poll time: the returning officers'-and-polling officers' hierarchies (6.3), the security-coordination cells, the observation-and-media accreditation desks. The constitutionalcaution (the exam's note): the subsidiaries are the Commission's arms, not the provinces' own election bodies — the centralised EMB design (the provincial assemblies' elections run by the federal EC, not provincial commissions — the federalism's centralising choice, debated in the Constitution's drafting).
