3.3 Its Powers and Functions

The ICAO's charter of work (the exam's list): (1) the SARPs' adoption (Article 37's underlying principle: the uniformity's duty; Article 12-and-the Annexes' family — the 19 Annexes (the personnel licensing, the rules-of-the-air, the meteorology, the charts, the units-of-measurement, the aircraft-operations, the airworthiness, the aeronautical-telecommunications, the search-and- rescue, the security, the environment, the accident investigation...) — the Article 38 discipline: the notification-and-differences' filing (the SARP's binding-as-default: the state must comply-or-file- differences — the standard-setting's genius); (2) the safety oversight (the USAP-and-the audits; the Significant Safety Concerns' flagging — Nepal's own SSC history, Unit 6.4); (3) the airtransport's economics (the statistics, the tariffs'-and-liberalisation studies; the ICAO's policies on the ASAs); (4) the legal work (the conventions' drafting-and-modernisation — the ICAO's Legal Committee); (5) the disputes' jurisdiction (3.4); (6) the technical-assistance-and-capacity (the safety-and-security projects).
