A statute is the law made by the legislature — the Act of Parliament (or, in Nepal's federal system, of the federal Parliament, a provincial assembly, or a local level within its powers). The statute is the written will of the lawmaker: primary legislation, as distinct from delegated legislation (rules, regulations, bylaws), judge-made law and custom. The Nepali vocabulary: kanoon (the Act), bidhi (the rules), niyamvali (the regulations) — the hierarchy the Interpretation of Statute Act 2010 B.S. and the constitution's law-making provisions govern.
