2.1.1 Intrinsic Aids

(i) Title (Long title and Short title). The long title states the Act's scope and object ("An Act to provide for...") — the purposive interpretor's first stop; the short title is the Act's name only (identification, not interpretation). The title can be read to resolve doubt but cannot control the plain enacting words. (ii) Preamble. The Act's own introduction — the "Act's key" in the classic metaphor: the object, the mischief and the intention's declaration. The modern practice drops preambles (the long title serves), and the preamble never overrides the enactment's clear words. (iii) Headings. The chapters' and sections' headings — the grouping's guide: useful pointers, never substitutes for the text. (iv) Marginal notes. The section summaries in the margin (or side notes) — the classic bar (not part of the enactment — the Indian General Clauses lore) softened in practice: consultative, not controlling. (v) Schedules. The annexed lists, forms and tables — part of the Act: the schedule's entries read with the main body; a conflict's resolution (the main body's primacy for substance, the schedule's for its own domain). (vi) Punctuation. Long dismissed (the old unpunctuated statutes' lore), now accepted: punctuation is part of the modern enactment — the comma's and the colon's power to flip meanings (the modern drafting's discipline).
