The institution: the Ministerial Conference (the biennial supreme); the General Council (the day-to-day + the DSB's-and-TPRB's hats); the councils-and-committees (the Goods- Services-TRIPS); the Secretariat (the DG's office). The legal character: the treaty-law system (the members-only obligations — the intergovernmental; the direct-effect's non-domestic operation — the implementation through the domestic law); the member-driven-and-consensus design (the decision-making's practice).
