(a) Ministry of Forests and Environment — the lead ministry: the policy (the NBSAP-and- climate strategies), the legislation (the EPA 2076's administration), the international faces (the MEA's focal point — the UNFCCC's-and-CBD's national reporting), the federal coordination (the three-level environment functions); the family (the departments' faces: the Forests, the National Parks, the Environment). (b) Department of National Parks and Wildlife Conservation — the protected areas' custodian: the parks-and-reserves' management (the Chitwan-Sagarmatha-and- the-others' network — the world heritage's sites); the wildlife's protection (the anti-poaching — the zero-poaching's celebrated record); the buffer zones' community faces (the conservation-and-livelihoods' balance).
