1.5 The Drafter's Place in the Legal System

The legislature makes the law; the drafter makes the text; the courts read the text. A drafting slip becomes a litigation decade. This is why the Constitution itself polices legislative texts: Article 1 makes inconsistent law void, and Article 133(1) empowers the Supreme Court to declare a law void — the constitutional stakes of drafting error.
