9.1 Definition of International Rivers

The classical definition: the river whose basin-or-navigation touches more than one state (the successive rivers — flowing state-to-state; the contiguous rivers — forming the boundary; the mixed rivers); the modern definition (the basin's concept): the international river = the whole DRAINAGE BASIN shared by two or more states (the waters' system: the surface-and-ground, the tributaries' whole — the Helsinki Rules' basin definition; the ecosystem's unit).
