Plato asks what justice is before he asks who should rule. In the Republic he answers that justice is each part doing its own work — in the soul, reason governing desire; in the city, each class performing the function for which it is fitted. Ruling therefore becomes a form of knowledge, not a prize: the guardian rules because he knows what the good of the whole is. Education is the machine that produces that knowledge. Plato's scheme moves the student through music and gymnastics, then mathematics, then dialectic, testing at each stage who can go further. His claim "virtue is knowledge" means that a person who truly knows the good will do it; wrongdoing is a kind of ignorance.
