The United Nations Conference on Trade and Development was created in 1964 in response to a complaint from developing countries: the trade rules then in force treated unequal economies as if they were equal. UNCTAD's mandate is to integrate trade and development policy, and it works through research, consensus-building and technical assistance rather than through binding rules.
