Consular relations are governed by the Vienna Convention on Consular Relations 1963. Consuls protect the commercial and civil interests of their nationals, issue documents, and assist in arrests and deaths of nationals. Their immunity is narrower than a diplomat's: consular officers may be arrested for grave crimes and are compellable as witnesses in some circumstances. Grades run from consul-general through consul, vice-consul and consular agent.
