Adult franchise is the principle that the vote belongs to every adult citizen who meets the same conditions, regardless of sex, property, education, caste or religion. It replaced systems of property and literacy qualifications, and its three practical demands are: a complete and accurate roll, a ballot that is genuinely secret, and an administration that is neutral between candidates.
In Nepal the right to vote is constitutionally guaranteed to citizens who have attained the age fixed by the Constitution, and exclusion is permitted only on the grounds the Constitution itself states — which means a restriction on the franchise must be grounded in the text, not in administrative convenience.
