1 Why cyberspace needs its own law

Digital activity changes three things that law depends on: the location of the act, the identity of the actor, and the durability of the record. A transaction may take place on a server in one country, between parties in two others, and leave copies everywhere. Cyberspace law is the body of rules that answers the resulting questions — who has jurisdiction, what counts as a signature, who is responsible for the content, and how data about people may be used.
