3. Completeness — no gap the courts must fill by guessing.
4. Coherence — fits the existing legal order.
5. Economy — no unnecessary word.
6. Prospectivity and certainty — known rules for the future.
Skills: mastery of the subject's policy; command of legislative grammar and style; patience for detail; the habit of reading a clause as an adversary would — "how can this be misread?"
Tools: the interpretation statutes (Nepal's General Code and interpretation provisions), past Acts as models, drafting manuals, the Nepal Gazette, comparative legislation, and Thornton's classic text on legislative drafting (in the course references).
