10 B. The administrative system of the Karnatas

1. Monarchy with a Maithili-Sanskritic court: the king (with imperial titles) at Simraungadh's fortified palace-city, surrounded by ministers and priests.2. Officers (as in Mithila's Sanskrit records): the Mahamatya (chief minister), military commanders and elephant/cavalry chiefs, revenue officers, the Rajopadhyaya brahmins as ritual-legal advisors, provincial and fort officers.3. Army: the Karnatas' strength — elephants, cavalry and the fort-and-ferry control of the tarai's rivers; border thums and garrisons.4. Revenue and land: agrarian taxation of the Mithila plain, tolls on the trade between the hills and the Ganges plain (Simraungadh = the toll-gate of that trade); land-grants to brahmins and temples on the classical pattern.5. Law: dharmashastra administered by the king's court and brahmin assessors — the juristic tradition that, through the Harisinghdeva exodus, seeded Valley codification (3.2).6. Legacy: Maithili culture's hill connections; the Devaladevi–Jayasthiti line; and the enduring place of Simraungadh in Nepal's historical memory (its ruins still yield Karnata-era bricks and images).
