7 C. Content (what the reforms actually were)

1. Social: a detailed caste hierarchy of the Newar population (the classic "36 jat" organisation) with commensality, ritual and occupational rules;2. Economic: occupational assignment by caste-group (farmers, artisans, traders, sweepers — a guild-caste economy), land classification and measurement, standardised weights and measures, fixity of customary dues;3. Legal: a written digest applying dharmashastra to Valley practice — family law, inheritance, contracts, offences and expiation — with the king's court at the apex;4. Civic: regulation of the ritual calendar and urban festivals — order as ceremony.
