1 From criminology to victimology

Criminology studies the offender. Victimology studies the other party: who is harmed, how, with what consequences, and what the law does about it. The shift was not merely academic. Once the victim is treated as a subject of study, the questions change from "how do we punish" to "what does this person need, and who pays for it".
